The same bill of materials can cost very differently — and be more or less acceptable — depending on where you buy and deploy it. This part covers the regional realities in India, Europe and the United States.

Key takeaways

  • India: budget for BCD (0–20% by HSN code), SWS and 18% IGST, a 3–5% FX buffer, and trusted-source rules that exclude Huawei/ZTE from telecom networks.
  • Europe: 0% duty on most IT under the WTO ITA, but NIS2, GDPR data residency and the EU 5G Toolbox shape vendor choice.
  • US: tariffs added surcharges to some hardware in 2025–2026; NDAA §889 excludes Huawei/ZTE; labour cost makes AIOps the dominant TCO lever.

How to read prices in this series. Confirmed / Public MSRP = published by the vendor or a named reseller's list price. Reseller price = advertised by a named authorised reseller on 8 October 2026. Market estimate = my street-price range for budgeting. Enterprise quote = not publicly disclosed; large deals typically land 30–60% below list. Planning rates: USD 1 = INR 95 = EUR 0.87.

India

Cost build-up for imported network equipment

ComponentTypical valueComment / source
Exchange rate≈ ₹95 per USD (Sept 2026 mid-market)Rupee weakened through 2026; build 3–5% FX buffer into multi-year INR budgets.
Basic Customs Duty (BCD)0%–20% depending on HSN classification (e.g., 8517 62 / 8517 69 / 8517 18)The Union Budget 2025-26 halved duty on carrier-grade Ethernet switches and rationalised BCD slabs; classification disputes (e.g., Ingram Micro/Cisco Catalyst 3850, CESTAT Jan 2025) remain common.
Social Welfare Surcharge / AIDCUp to 10% of BCDApplies on top of BCD where levied.
IGST / GST18%Recoverable as input tax credit for GST-registered enterprises; a real cost for exempt entities (some government, education, healthcare).
Distributor + SI margin8–20% combinedMajor distributors: Ingram Micro India, Redington, Savex, iValue, Rashi; SIs: TCS, Wipro, HCLTech, Tech Mahindra, Dimension Data/NTT, Sify, Orange Business, Comtel, Locuz, Embee.
Enterprise discount off global list40–70% on large dealsIndian deal registrations frequently receive deeper discounts than US/EU; ask for India-specific BOQ pricing.
Lead time2–6 weeks for stocked SKUs; 8–16 weeks for DC/high-end; Wi-Fi 7/800G may be longerMake-in-India manufactured SKUs (Cisco, HPE/Aruba, Juniper and others have local manufacturing via EMS partners) shorten lead time and help PMA/GeM eligibility.
Government / PSU procurementGeM portal, L1 tendering, PMA (Preferential Market Access) and Make-in-India local-content norms; Trusted Source rules for telecomHuawei/ZTE are not designated trusted sources for telecom networks; many government bodies avoid Chinese vendors entirely.

Market analysis

DimensionAssessment
Most commonly deployed (enterprise)Cisco (clear #1 installed base), HPE Aruba, Fortinet (firewall/SD-WAN #1 by units), Juniper, Palo Alto, Check Point; Ruckus in hospitality/education; D-Link, TP-Link Omada, Netgear in SMB.
TelecomNokia, Ericsson, Samsung (RAN), Cisco, Juniper, Ciena (optical/IP); Huawei/ZTE limited to legacy since 2021 trusted-source mandate.
BFSICisco + Palo Alto/Check Point/Fortinet dominate (RBI cybersecurity framework, SEBI CSCRF); Arista growing in DC; Aruba/Juniper Mist in branch WLAN.
GovernmentCisco, HPE, Juniper; growing preference for Make-in-India and indigenous (e.g., C-DOT, Tejas, Sterlite/STL) in telecom/defence.
ManufacturingCisco IE (industrial Ethernet), Fortinet OT security, HPE Aruba, Siemens/Moxa/Hirschmann for OT.
IT/ITESCisco, Arista (DC), Palo Alto, Zscaler (SSE), Fortinet; GCCs often mirror their HQ vendor standards.
Partner ecosystemDeepest: Cisco > HPE Aruba ≈ Fortinet > Juniper > Palo Alto > Arista > Extreme.
Certified engineersCCNA/CCNP very abundant; Fortinet NSE strong; Juniper JNCIA/JNCIS moderate; Aruba ACMP moderate; Arista ACE scarce.
Support qualityCisco/Juniper/HPE have India TAC centres (Bengaluru); 4-hr depot coverage strong in Tier-1 cities, weaker in Tier-3.
TrainingAbundant Cisco/Fortinet academies; Juniper and Aruba education partners in major metros.

Vendors with lower TCO in India

  • Fortinet — single FortiGate licence covering NGFW + SD-WAN, FortiSwitch/FortiAP without per-device cloud fees when managed from FortiGate; strong local partner base.

  • HPE Aruba (Instant On for SMB; CX/AOS-10 for enterprise) — lifetime hardware warranty on many models reduces AMC; aggressive India discounting.

  • Juniper Mist — lower operational labour through AI-driven troubleshooting; competitive pricing in BFSI WLAN tenders.

  • Ruckus, D-Link/TP-Link Omada, Ubiquiti — for SMB, hospitality and education where enterprise TAC is not mandatory.

  • Labour is cheaper in India (modelled at ~25% of US cost), so subscriptions and hardware form a larger share of TCO than in the US — making licence negotiation the biggest lever.

AMC (Annual Maintenance Contract) in India is often delivered by the system integrator on top of OEM support at 6–12% of hardware value per year — budget both OEM back-to-back support and SI AMC.

Europe

DimensionAssessment
EUR pricingMost vendors publish EUR price lists to partners; EUR list is often ~equal to USD list numerically, i.e., ~10–15% dearer after FX. Example: Aruba Central Advanced 3-yr (JZ526AAE) €702 street (MSRP €890) vs $766 (MSRP $950) in the US (SHI, Oct 2026).
VAT17% (LU) to 27% (HU); 19% DE, 20% FR/UK, 21% NL/ES, 22% IT. Recoverable for VAT-registered businesses.
Import/logisticsMost network equipment is 0% duty under the WTO ITA; main cost is intra-EU logistics and WEEE compliance.
GDPR / data residencyCloud-managed platforms (Meraki, Central, Mist, CVaaS, ExtremeCloud IQ, FortiCloud) all offer EU-hosted regions; verify telemetry/PII processing locations and sub-processors. SASE PoPs within the EU and EU-only log storage are now a standard tender requirement.
RegulationNIS2 (in force Oct 2024) raises security and supply-chain obligations for essential/important entities; EU 5G Toolbox — the Commission considers Member State decisions to restrict Huawei/ZTE justified; Cyber Resilience Act obligations phase in from 2026–2027.
Enterprise adoptionCisco #1; HPE Aruba strong (DE, UK, NL, Nordics); Juniper strong in SP and finance; Extreme strong in UK public sector/education; Fortinet #1 in firewall units; Huawei material in some southern/eastern EU enterprises but declining in critical sectors.
TelecomNokia and Ericsson dominate RAN/IP; Cisco and Juniper in core/edge routing; Ciena and Nokia/Infinera in optical.
Data centerArista and Cisco lead; Juniper Apstra and Nokia SR Linux/EDA gaining in sovereign cloud and SP DCs.
Local support / partnersDense partner networks for Cisco, HPE, Fortinet, Palo Alto; country-specific depots generally provide 4-hr coverage in major cities.
Cost competitivenessFortinet and Extreme are frequently lowest in public tenders; Cisco wins on standardisation and skills; labour costs (~80% of US) make AIOps savings material.

Country-specific notes

  • Germany: strict works-council and data-protection reviews for cloud management; preference for on-prem options (Catalyst Center, Aruba Central On-Premises, Apstra).
